Civil Engineer and Postgraduate in Territorial Planning and Urbanism.

Former Director General of Urbanism in the regions of Madrid and La Rioja

Member of the technical team that drafted the 1990 Land Act at national level, its 1992 Consolidated Text, and in 2005 the Act on Territorial Policy, Land and Urbanism Measures of the Region of Madrid, and contributor to the generation of the Interreg Cross-Border Cooperation Programme of the European Union.

He has carried out and continues to carry out numerous general and development planning projects as director both nationally (Albacete, Brunete, Valdemoro, Santa Cruz de la Zarza, Illescas, Seseña…) and internationally (Contributor to: General Plan of Bucharest, EU Integrated Plans for Sustainable Urban Development in Bulgaria, Integrated Urban Development (DUSI in Mexico and Brazil) and expert contributor to UN territorial development programmes in Cundinamarca (Colombia).

Over 30 years of teaching experience in the Masters in Urbanism and Territorial Planning at the universities of: Centro de Estudios Universitarios (CEU), Carlos III de Madrid, Polytechnic of Valencia, School of Architecture of Valladolid, Alicante, Valencia, Barcelona and Madrid, in the Urbanism Master’s at the National Institute of Public Administration, as well as in various public and private organisations and entities.
