What information must be included in the application for the issuance of Energy Saving Certificates (CAE)?

To request the issuance of Energy Saving Certificates (CAE), an application must be submitted to the Regional Administrator of the autonomous community in which the energy efficiency action was carried out. The application must be submitted through the electronic platform of the CAE System or, until the platform is operational, via the electronic headquarters of the Ministry for the Ecological Transition and the Demographic Challenge.

Information to be included in the application:

The application for the issuance of CAE must include the following information:

General information:

  • Applicant Identification Code: Assigned in accordance with Article 22 of Order TED/815/2023, of 18 July.
  • Type of action: Indicate whether the action is standardized or singular.
  • For standardized actions: Code and descriptive title of the relevant technical sheet(s) from the catalogue of standardized energy efficiency measures.
  • For singular actions: Descriptive title of the action undertaken and the sector of activity to which it pertains.
  • CAE Agreement: If applicable, the signed CAE Agreement must be attached, proving that the applicant is the holder of the annual final energy savings for which the issuance of CAEs is requested.

Information regarding the action:

  • Geographical location of the installation(s): UTM coordinates and cadastral references.
    • In the case of energy efficiency actions related to mobility, the location of the registered office of the original holder of the savings (if a legal person) or the habitual residence (if a natural person) must be indicated.
    • For standardized actions, the corresponding technical sheet in the catalogue shall establish the procedure for identifying and, where applicable, locating the element on which the action was or has been carried out.
  • Main activity CNAE 2009 code of the installation(s), if applicable.
  • Useful life of the action: Along with the applicant’s commitment to maintain the saving measure(s) active throughout their entire useful life.
  • Annual final energy savings achieved: Expressed in kilowatt-hours (kWh), without decimals. If the action aimed at saving primary energy, such savings must be converted into final energy using the conversion factors provided in Annex IV of Directive 2012/27/EU or those established by regulation.
  • Start and completion dates of the implementation of the action.
  • Information on public aid: Indicate whether the action has requested or received support from any public aid programme. If so, specify the programme’s name, managing authority or entity, year, regulatory provision, and the amount of aid obtained or expected.

Additional information for statistical purposes:

  • Investment made: Expressed in euros.
  • Estimated annual operating costs: For maintaining the action throughout its useful life, expressed in euros.

Supporting documentation to be attached:

In addition to the above information, the following documentation must be submitted:

  • Sworn declaration: The applicant must declare that all information provided is truthful and undertake to report any changes within a maximum of five days.
  • Favourable opinion from the energy savings verifier: Accompanied by the verification report.
  • Supporting documents evidencing implementation of the action:
    • For standardized actions, the required documentation is defined in the technical sheet of the Catalogue.
    • For singular actions, the documentation is outlined in Article 25 of Order TED/815/2023, of 18 July.

The applicant must retain all submitted documents for at least three years following the settlement of the CAEs and must make them available to the competent authorities upon request.
